Carmen Lorentz, Director

In 2011, Carmen returned home to the Lakes Regions to become the executive director of the Belknap Economic Development Council, where she helped the organization find its niche in the post-recession landscape and collaborated on several new programs, including In January 2014, Carmen was appointed by Gov. Maggie Hassan to serve as director of the Division of Economic Development, where she oversees the state’s economic development programs.

Chris Way, Deputy Director
As the agency’s deputy director, Chris oversees key programs and leads the division’s legislative efforts and business operations.

Lorna comes to the Division of Economic Development following a career in photojournalism spanning 25 years. She still seeks out the most interesting angles for stories and photographs for the division’s blog and social media pages.

Carol Miller, Director of Broadband and Technology
Carol is a native of the North Country who lives in Gorham. She is 19-year veteran of the telecommunications industry, covering a wide range of technologies that began with the co-founding of North Country Internet Access in Berlin.

Business Resource Team

Deborah McManus Avery, Business Resource Specialist
Deborah spent over two decades as a senior sales and marketing executive for AETNA, Healthsource and CIGNA. She is a graduate of the Southern New Hampshire University Professional Economic Development program and maintains licenses with the Department of Insurance and the Securities and Exchange Commission.

Benoit Lamontagne, North Country Industrial Agent
Beno represents the division in New Hampshire northernmost counties – Coos, Grafton and Carroll – assisting businesses with their expansion and retention needs. Fluent in French, he also works to actively recruit companies in neighboring Canada to expand to New Hampshire.

Mark Laliberte, Business Resource Specialist - Seacoast

Representing the division on the Seacoast region, Mark brings a wealth of experience from his work in the public policy and journalism fields to assist businesses. A native of the state and a dual graduate from the University of New Hampshire (BA and MPA), Mark understands the ins-and-outs of the Granite State's economic, political and cultural environment.


Mollie Kaylor, Business Resource Specialist
As part of the retention team, Mollie covers the southwestern region of the state. She brings a background in workforce development to this position, through her previous role as coordinator for a statewide employment and training program.

Anne Struthers, Business Resource Specialist
Anne works with businesses and partnerships to identify solutions to a wide range of issues and maximize opportunities for growth. She comes to the Division of Economic Development with extensive experience in both the public and private sectors. Before joining the division, she worked in economic development at the Commonwealth of Massachusetts and held a number of senior positions in the financial services industry.

Dianne has been with the division for 17 years, serving as the administrative secretary to the director of the division.

Business Development Team

Senior Business Development Manager
Michael manages the recruitment office, providing assistance to companies looking to expand in or relocate to New Hampshire.

Cynthia Harrington
Business Development Manager
Cindy has been with the Division of Economic Development since 2001. As the business development manager, she works with company representatives interested in expanding or relocating their operations to New Hampshire.

Bridgett Beckwith
Administrative Assistant
Bridgett comes to the Division of Economic Development with experience as a small business owner, providing bookkeeping services for dozens of small companies throughout New Hampshire for over 18 years.

Office of International Commerce

Program Manager
Tina has more than 10 years of experience working with international economic development programs. She oversees the OIC’s programs and coordinates with partner agencies to assist New Hampshire companies reach overseas markets.

International Trade Officer
Nathaniel’s experience working with international partners in Washington, D.C., led him to OIC. Nathaniel has since focused on supporting New Hampshire's aerospace and defense sectors, primarily through OIC’s involvement with the New Hampshire Aerospace and Defense Export Consortium.


Rachel Adams

Rachel graduated with a Master's of Business Administration from Fairfield University and received her Bachelor of Science from Marist College. Her experience working with international clients in New York City has led her to the Office of International Commerce team. Rachel supports the training and event programs for New Hampshire businesses so they can be more competitive in the global marketplace.

Program Manager
After years as a small business owner, Dave developed a passion for business training and consulting. He sees government from a business perspective and uses his experience to help companies make informed decisions when it comes to government.
Associate Contracting Assistance Specialist
Amanda graduated summa cum laude from Granite State College with a Bachelor of Science degree and earned her APTAC Level II Certification as an associate contracting assistance specialist. She enjoys helping New Hampshire businesses reach their contracting goals.
