Dwelling Unit Survey
2025 Dwelling Unit Response Form – Fill out the response form for the 2025 calendar year. This form is typically completed by a building inspector, planner, or the town clerk.
The form can be filled out online, downloaded to save, and emailed back to us. If downloaded first, the definitions below will appear when hovering the cursor over applicable terms.
Data Review Sheets – Please find your municipality in the packet and review the information for accuracy. These numbers represent Census data for your community, as well as previous submissions you have made to OPD. If any figure is incorrect, please notify us and explain the inaccuracy. Terms and Definitions
Housing Unit – A housing unit is defined by the U.S. Census Bureau as a house, apartment, a group of rooms, or a single room intended for occupancy as separate living quarters.
| 1 Family: |
A structure detached from any other house, with open space on all four sides. Manufactured housing is not included in this total. |
| 2 Family: |
A structure containing 2 housing units; such as a duplex, or a new single-family home with an attached accessory dwelling unit. |
| 3 or 4 Family: |
A structure containing 3 or 4 housing units. |
| 5+ Family: |
A structure containing 5 or more housing units. |
| Conversions: |
A conversion is a residence or non-residential building that has been converted into additional living units.
For example, a single-family residence converted to a duplex would count as one additional unit; an office or store converted into living quarters would count as the number of new units created; the addition of an accessory dwelling unit would also be counted as one new unit.
Conversion from a residential building to a non-residential building should be listed in the demolition column. For instance, a single-family home converted to a store or business with no further residential use would count as the demolition of one unit.

| Manufactured Housing: |
A mobile home or trailer that is used as year-round living quarters. |
Residential Construction – New residential structures or units based on permit data, tax inventories, or other sources.
| Buildings: |
Number of new residential structures. Do not include decks, porches, garages or any addition that does not create a new unit. |
| Dwelling Units: |
Total number of new residential units |
Residential Demolition – Residential structures or units lost by fire, demolition, or conversion.
| Buildings: |
Number of residential structures lost. |
| Dwelling Units: |
Total number of residential units demolished or converted. |
Expired Residential Permits – The number of structures and residential units that were
not completed the previous year due to the expiration of the building permit. This is the number of building permits issued in 2024 that
did not result in a completed residential dwelling unit in 2025.
