DEFENSE PRODUCTION ACT TITLE III
The Defense Production Act (DPA) authorizes the President to ensure the availability of U.S. and Canadian industry for U.S. defense, essential civilian, and homeland security requirements.
The Defense Production Act Title III office is committed to ensuring resilient, robust domestic supply chains in order to reduce reliance on foreign manufacturing and correct domestic shortfalls in the defense industrial base.

Defense Production Act Title III - Overview
The DPA Title III office works in partnership with the Uniformed services, other government agencies, and industry to identify areas where critical industrial capacity is insufficient to meet U.S. defense and commercial needs. The office partners with U.S. private industry to mitigate gaps in the domestic supply chain through the use of grants, purchase commitments, loans, or loan guarantees.

Defense Production Act Title III - Announcements

INNOVATION CAPABILITY AND MODERNIZATION
The Innovation Capability and Modernization (ICAM) office manages and executes the Department’s Industrial Base Analysis and Sustainment (IBAS) program element, which aims to improve the readiness and competitiveness of the U.S. industrial base by establishing high priority domestic capabilities for new supply chains needed for national security and mitigating exposure to global supply chain risks. ICAM authorities enable the DoD to:
  1. Monitor and assess the current state of the DIB
  2. Address critical issues across the DIB related to urgent operational needs
  3. Address supply chain vulnerabilities
  4. Support efforts to expand the DIB
The IBAS Program invests heavily in six priority industrial capability development areas.
These are: Submarine and Shipbuilding Workforce, Kinetic Weapons, Microelectronics, Critical Chemicals, Castings and Forgings, and Energy Storage and Batteries. Each of these areas was identified in Executive Order 14017, America’s Supply Chains, as a center of gravity for America’s economic and national security.

Innovation Capability and Modernization (ICAM) Office - Overview

Cornerstone Other Transaction Agreement (COTA) was created in February 2018 as a result of a collaborative environment between the Deputy Assistant Secretary of Defense for Industrial Policy (DASD INDPOL), the Industrial Base Analysis and Sustainment (IBAS) Program Manager at Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) and Army Contracting Command Rock Island (ACC-RI). The Cornerstone scope was initially set up to support the Executive Order 13806: Assessing and Strengthening the Manufacturing and Defense Industrial Base and Supply Chain Resiliency of the United States (2017).
