BEAD Subgrantee Selection

On June 6, 2025, the National Telecommunications Information Administration (NTIA) released the BEAD Restructuring Policy Notice which updates the Broadband Equity, Access, and Deployment (BEAD) Program by amending the program rules initially laid out in the BEAD Notice of Funding Opportunity (NOFO). Due to changes required in the Restructuring Policy Notice, a new application window will be opening in the near future. All previous applications for specific project areas will no longer be under consideration. Information on the upcoming New Hampshire Subgrantee Selection Process will be added below as it becomes available.

To comply with the new policy notice, the New Hampshire Office of Broadband Initiatives will open a combined qualification and application subgrantee selection window to Internet Service Providers who can provide broadband technologies that meet BEAD performance requirements.

Applicants who successfully qualified under prior pre-qualification rounds are not required to resubmit qualification documentation.

Prospective applicants who have not filed a Broadband Data Collection (BDC) with the FCC as of March 1, 2025 will be ineligible to apply for BEAD grants. Proof of filing is required. If a new entrant wishes to apply and does not have proof of BDC filing, please contact the Office of Broadband Initiatives at broadband@livefree.nh.gov.

Subgrantee Selection Qualification and Application Requirements

Applicants must meet the minimum qualification requirements as set by the BEAD NOFO, the BEAD Restructuring Policy Notice and outlined in the New Hampshire BEAD Subgrantee Selection Application Guidance to be eligible for application consideration. Applicants will be required to submit qualification materials as detailed in Section 1 of the Application Guidance as part of their application package if they have not previously completed pre-qualification.

Project Service Areas (PSAs) will be defined as the municipality or unincorporated place where BEAD eligible BSLs are located. Applicants will review the list below to determine which PSAs to apply for. Applications will not be considered if projects are dependent on adjacent PSAs. All Project Service Areas will be scored and awarded separately.

PRELIMINARY BEAD Eligible BSLs - BEAD Broadband Service Locations by PSA. This spreadsheet consists of two tabs detailing:
  • PRELIMINARY Project Service Area Summary
  • PRELIMINARY Location Fabric IDs by PSA
    • Project plans are strongly encouraged to apply for all BSLs listed within a Project Service Area.

Applicants will submit one application package that will include:

  1. Applicant Qualification Materials: reference Section 1 and Appendix Table 2 of Application Guidance for full list of requirements.
  2. Applicant Certification Template: an easy uniform way for applicants to sign-off on required certifications.
  3. PSA Summary Template: applicants will use this template to list ALL PSAs being applied for and summarize basic project information for each PSA.
  4. Project Plan Materials: applicants must submit separate documents for each PSA being applied for. Documents for each PSA should be saved in separate zip files under that specific PSA name. Reference Section 2 and Appendix Table 3 of Application Guidance for full list of requirements.
    • Budget Template: to be used to record project budget details; must be completed for each PSA applying for.
  5. Non-Served BSL Template: any applicant who elects not to serve specific BSLs within a PSA must list those BSLs on this template and provide evidence for each to support removal from bid. Final removal of BSLs is subject to BEA and NTIA approvals.
  6. COMING SOON Application Form: once application package materials listed above have been prepared, applicant must complete this online form to register (reference Appendix Table 1 of Application Guidance) and receive a submission link to bulk upload documents.
To support the exchange of required documentation, the Office of Broadband Initiatives will utilize Kiteworks which is a service to securely submit numerous large sized files. Prospective applicants will receive an email from our consultant, Guidehouse, with the subject line “File request: NH BEAD Application,” which will contain an emailed link to Kiteworks. An account with Kiteworks is required to utilize the provided services. Each prospective applicant will be able to create an account, when using the provided link. Additional information can be found in the Application Guide.

Attention: The email with the document transfer link will come from a @guidehouse.com email address. For security reasons, the link is only active for 72 hours and each link is only valid for submission of bulk document uploading. It is recommended that applicants compile all the necessary documents required for the bulk upload prior to completing the form and receiving the upload link.

If the link expires before applicants have uploaded files or need to upload additional files, please email broadband@livefree.nh.gov to request a new link.
