  • September 17, 2026: An Overview of RSA 79-E: Community Revitalization Tax Relief Incentive from noon to 1:00 pm.
2026 HB 1103, enacted earlier this year, expands RSA 79-E to allow tax relief for construction of new housing units and conversion of industrial and commercial spaces to residential use. This webinar will provide an overview of 2026 HB 1103, the various ways 79-E can be used, and the steps for adopting 79-E in your municipality. The webinar will also feature case studies from Keene, which recently adopted a 79-E Residential Property Revitalization Zone, and Newmarket, where a Coastal Resilience Incentive Zone was adopted.

Panelists include OPD Principal Planner Noah Hodgetts, NH Housing Manager of Community Education and Education Sarah Wrightsman, City of Keene Senior Planner Mari Brunner, and Town of Newmarket Planning and Community Development Director Bart McDonough.
