BEAD Subgrantee Resources

On June 6, 2025, the National Telecommunications Information Administration (NTIA) released the BEAD Restructuring Policy Notice which updates the Broadband Equity, Access, and Deployment (BEAD) Program by amending the program rules initially laid out in the BEAD Notice of Funding Opportunity (NOFO). 

The resources offered here serve as a point of reference to support subgrantees as they advance through the next stages of the BEAD Deployment process. This page consolidates guidance, tools, and key information related to pre-award and post-award activities, compliance requirements, and implementation expectations to help subgrantees move forward efficiently and in alignment with state and federal program requirements. Information listed here is subject to change as the NTIA continues to issue further guidance.

Reminder! Subgrantees are not to begin construction of a BEAD-funded project until NTIA has issued a NEPA Decision Memo and New Hampshire has issued a Notice to Proceed for that project.
