Investing in Outdoor Recreation

Outdoor recreation plays a vital role in tourism, local economic growth, and workforce development, which aligns directly with Northern Border Regional Commission’s (NBRC)  investment priorities in workforce development, business development, and resource conservation, tourism and recreation.

NBRC's Catalyst Program is a key opportunity to bring forward visionary ideas for outdoor recreation in New Hampshire. This federal grant program supports economic development projects that strengthen communities in eligible regions of the state, with outdoor recreation as a top priority. Applicants can apply for funding in one of two rounds annually in the spring and fall and help shape the future of the Granite State’s great outdoors.

Who Can Apply?

Eligible Applicants include:
  • State and local governments
  • Regional authorities
  • 501(c)3 nonprofits
  • Federally recognized Native American tribes

Funding Details

Eligible Counties and Match Rates:
  • Coos & Sullivan - 80% grant / 20% local match
  • Carroll, Belknap, Cheshire, parts of Grafton - 50% grant / 50% local match
Free Support Available:
  • Local Development Districts (LDDs) offer grant administration support.
  • Technical Assistance is available through www.nbrc-nh.com

Spring Cycle
  • Early March – Pre-applications and waiver requests due (required)
  • Mid-April – Full applications due (by invitation only)
Fall Cycle
  • Late August – Pre-applications due
  • Mid-October – Full applications due (by invitation only)

Inspiring Success Stories Here are a few standout projects that are helping outdoor communities thrive:

  • Mount Washington Observatory: Expanded its weather-monitoring system to improve safety and preparedness for adventurers in the North Country.
  • Jackson Ski Touring Foundation: Upgraded trails, added snowmaking, and replaced outdated bridges to meet new climate standards in partnership with the White Mountain National Forest.
  • Franconia Soaring Foundation: Constructed a new training center with lodging, classrooms, and flight simulators, boosting aviation recreation and seasonal employment.
  • Bike the North Country: Connected and expanded bike trail systems in Littleton, Franconia, and Bethlehem, creating a four-season destination for cyclists of all kinds.
  • Northern Forest Center: Developed new mountain biking trails in Coos and Grafton Counties to attract workforce and drive visitor spending in local towns.
  • Whaleback Ski Area: Invested in snowmaking infrastructure to extend the ski season and sustain local jobs.
